Rule 3
Level and Name of Health Practitioners Minimum Qualification Required for Registration

(1) Health professionals are classified in the following levels:-
(a) Specific layer,
(b) First level,
(c) Second level, and
(d) Third level.
(2) In order to be registered with the Council as a classified health practitioner as per sub-rule (1), the concerned health practitioner must have received the following educational qualification or degree or training from an educational institution recognized by the Council:-
(a) At least Master's degree or equivalent in relevant subject for specific level,
(b) At least graduation or equivalent in relevant subject for first level,
(c) Passed at least certificate level or equivalent in the relevant subject for second level,
(d) At least one year of training in related subjects for third level. Explanation :- For the purpose of this rule, "recognized educational institution" means an educational institution designated by the Council.
(3) Notwithstanding anything written in sub-rule (2), in the case of employees who are in the health service of the Government of Nepal at the time of commencement of this regulation, the educational qualification and degree and training in related subjects specified at the time of entering the service shall be the minimum educational level for the purpose of registering the name in accordance with this regulation. Qualification will be considered.
(4) The council shall not recognize the certificates or other degrees provided by the educational institutions which are not operating in accordance with the conditions prescribed by the council.
